  its not an animation of something he actually said. i just took 4 frames from during the course of a 2 minute video clip that has steve with his mouth open differently in each.
  
  the first frame has steve with his mouth closed, then its partway open on the second, then all the way open on the third, then partway open again for the fourth so it looks like his mouth is closing. then it just loops.
