Well it depends... like for  my cousin, his dad (my uncle)  is really sick.  And he has three other siblings under 7 years old (yeah thats crazy, i know, a 6, 3, and 2 year old).  So god forbid there is an emergency and he needs to call 9-1-1, his mom, or me...he can.

He\'s a mature 8 year old. I think its up to the parent to decide if its for fun and goofing around, or if its for emergencies.

Yeah, my 8 year old cousin has a cell phone, but its only programmed to call his mom, his dad, and me.  I think you can get the phones like that where they can only call three numbers or you can child lock the phone somehow.
