heres a conspiracy theory to stir everyone up a little:
American presidents have knowingly let things happen (be it within their control or not) to force the country into war. When something happens directly against the country, it alows the nation to turn into a mob and demand restitution like a city in the old west when they catch the bandit. Getting congress to sign a declaration is now easier than stealing an ellection. Here are the two most famous cases.
WW1: The Zimmerman Note was intercepted and published nation-wide in newspapers. While this was not an actuall attack, it was blatenly spelled out plans for one and swayed the country. read it

WW2: Truman knew that america was going to come under attack by Japan in 1941. This was evident since the entire Japanese fleet was missing, and we had been getting co-op information that they we\'re planning "Something in the Pacific against america". Did we know where? Yes, but not untill right before it happen due to miss-communication and mistaken ID of air planes and ships off the coast of california. Could they have known it was pearl harbor? possibly, but most likely improbable.
war on terror: We knew at least as far back as the clinton administration that something was being planned. There are numerous debates that Bush knew they were going to attack. Like pearl harbor, they didnt know the where and when untill right before, but they could have done more.
I know its always easy to look back and say "Why didnt you do this", but there are still lots more that could have been done pre-9/11.
