I love all of the shady legal language involved in this story. The article says that he was smoking a "marijuana pipe", but never says WHAT he was smoking, since there is no evidence of that.

I agree that he probably could have denied that it was him, but way to Phelps for apologizing while subtly acknowledging that it was no big deal.

Was able to witness the MA decriminalization law in its fullest on Friday night/Saturday morning.

Phelps was in England when this went down, I believe. It also occurred at his girlfriends place or something.

He was caught in 2004 for a DUI after the Olympics. He is still a young dude, making some of the same choices many of us have made.
