Used as a cut is a direct result of drug prohibition.  When it becomes legalized, people can grow coca like any other bush and chew or brew the leaves, which is actually quite healthy.  Those few still looking for a bigger rush could gather some polar/nonpolar solvents, acids and bases and produce what they want.  Or buy it from the pharmacy in standardized, measured capsules.  Best of all, no guns, violence, corruption, inflated black market prices, evaporated freedoms, government morality, etc.  Though there would be tax savings, additional revenue, and job creation.

Yeah they have infinity times more guns than me. Makes it difficult to speak freely and openly.
