Is this saying that restaurants, bars, nightclubs who play music/cd\'s or whatever owe money to the artists?  If so and this legistlation is passed to do something stupid about this, I will move to Cuba

The Webster must owe Fagen and Becker several million dollars, because they play "Aja" in between opening bands at every Breakfast show.
Go see your Breakfast, there are starving Leiths in California

I worked in a restuarant for 5 years that played music and i know that we were were paying royalties the whole time. The back of most cd cases say the music cannot be broadcast, played at a public event, etc. If you want to do that you have always needed a license. I dont think its that expensive to get though.

So you have to pay to play something that you paid for?

ASCAP is a membership association of nearly 200,000 U.S. composers, songwriters, lyricists, and music publishers of every kind of music. Through agreements with affiliated international societies, ASCAP also represents hundreds of thousands of music creators worldwide. ASCAP is the only U.S. performing rights organization created and controlled by composers, songwriters and music publishers, with a Board of Directors elected by and from the membership.

ASCAP protects the rights of its members by licensing and distributing royalties for the non-dramatic public performances of their copyrighted works. ASCAP\'s licensees encompass all who want to perform copyrighted music publicly. ASCAP makes giving and obtaining permission to perform music simple for both creators and users of music.

this is why you never hear happy birthday sung in restaurants any more....they sing some made up version to patrons on their birthday or they would have to pay. seems kind of silly in some cases.
